In its complaint, BJP spokesman Ganesh Dutt alleged that the state government was upgrading some schools even after the imposition of the model code of conduct on March 5, with the EC's permission. He added that permission could be sought only in special matters, including natural disasters and other emergencies.

Dutt alleged that the state government had recently upgraded eight schools in Una, Shimla, Kangra and Solan. “We have no objection to improvement of schools or sanctioning of posts, but want to know why it has been done around elections.”

He alleged that the government had upgraded the schools to “score political mileage”.
