Waste policy: SC lifts construction ban in Chandigarh, refuses fine waiver

It was on August 31 that the court banned construction works in the city and imposed the fine for Chandigarh’s failure to notify the solid waste policy despite several reminders.

The Supreme Court on Wednesday placed on record Chandigarh’s newly formulated solid waste management policy, giving relief to the administration from construction ban. The court, however, turned down the municipal corporation’s plea to waive Rs 3-lakh fine imposed on it.

“As per the SC’s August 31 orders, we are directed to pay the fine within two weeks. We will comply with the directions now,” said Yadav, adding the construction ban was lifted with the formulation of the policy.

It was on August 31 that the court banned construction works in the city and imposed the fine for Chandigarh’s failure to notify the solid waste policy despite several reminders.

After the SC rap, the Chandigarh administration and MC worked overnight to formulate the policy and notified it on Tuesday and appeared before the apex court on Wednesday to comply with its directions.

Municipal commissioner KK Yadav, who was present in court along with other senior officials, told HT that while the court was satisfied with the policy notification, it did not give any relief from the fine.

‘Solid waste main agenda in House’

The MC chief said solid waste management will be the major agenda at the House meet later this month. All councillors who recently went on study tourswill place their reports and debate on what changes that can be brought here to achieve 100% segregation of dry, wet and hazardous waste along with proper collection and processing, he said.

The draft notification pertaining to the bylaws, which include penalties, will also be issued soon for public objections before the final notification, said Yadav.
