Dialogue with Pak not flourishing on 26/11: Mathai

Foreign secretary, Ranjan Mathai has asserted that the bilateral relations with Pakistan were moving steadily in 'people-to-people contact' but not much progress had been made by the neighbour in taking substantive action against the perpetrators of the 26/11 Mumbai attacks.
