Mamdani said New York is leading a coalition of cities and counties seeking to block the rule entirely, while James is leading a parallel coalition of state attorneys general. The Department of Homeland Security is set to implement the new framework on September 18, replacing a 2022 Biden-era regulation. DHS says the rule restores greater discretion in immigration decisions.
