'Terrorism ruled out in China chemical blast'

An explosion at a chemical factory in China's restive Urumqi city was not due to terrorism, the plant's vice manager said.

"We have ruled out terrorism," Liu Jiyuan said at the factory, which belongs to China National Petroleum Corporation, the nation's biggest energy producer.
