Officers shifted to stop development: Sisodia

“Nine officers have been transferred out of Delhi in one day without holding a meeting of the Joint Cadre Authority. Why are there so many transfers without this meeting. What is the emergency? ,” deputy chief minister Manish Sisodia said.
Just as Sisodia was addressing the press, news of Arvind Kejriwal’s principal secretary Rajendra Kumar tricked in.
“A senior officer who was in charge of the CCTV installation project has been transferred to Andaman and Nicobar Islands. Under the ambitious project, cameras were to be installed in all government schools. Another senior officer handling a major project under which unauthorised colonies were to be developed in a year has been transferred,” Sisodia said.
Shashi Kaushal, special director (education), Gitika Sharma, additional secretary to CM, and KS Meena, joint secretary (urban development), are among the nine officers transferred.
MHA sources, while denying the allegation, said the joint cadre authority meeting was held only in the case of all-India service. It wasn’t held when DANICS officers were being transferred to union territories.
Sisodia said that Delhi had a shortage of officers and transferring the ones in Delhi was akin to a conspiracy.
“Delhi has 300 sanctioned DANICS posts, but only 165 of ficers have been posted. Eight of these have been transferred. Andaman and Nicobar Islands has 24 sanctioned posts and 23 officers are posted there. Eight more have been sent there,” he said.
Countering the allegations, MHA sources said that Andaman and Nicobar had 34 sanctioned posts and 11 of them were vacant.
“This means a third of the posts there were vacant. There was an urgent need to fill the posts and everything was done as per the procedure. We followed the transfer policy,” said an MHA source.
Sisodia claimed all these officers had already completed two-year mandatory posting outside Delhi, but MHA sources denied it.
