In its RTI response to Bhopal-based activist Ajay Dubey, the Directorate of Local Funds and Audit said it had found that all the experts roped in 2006 travelled on the Intercity Express from Indore to Bhopal but they claimed reimbursement for travel by “second air-condition” class on other trains.
The directorate added that the time of travel by experts shown in their documents coincided with the timings of Intercity Express, a trainwhich has no “second AC” coaches.
Though, the directorate claimed, Vyapam (now re-christened as Professional Examination Board) was asked to clarify its position vis-a-vis the payment of ‘inflated’ travel bills, the board did not respond to its queries.
Six experts had claimed travel reimbursement but did not produce any document or ticket to the Vyapam, the RTI response said, adding that a few experts had furnished erroneous ticket numbers.
“Experts hired by Vyapam - Dr Sandhya Jain, Dr Jaya Joshi, Dr BM Srivastava and Dr Dashrath Jain - provided nine-digit numbers and Dr Chandradata Kulkarni provided an eight-digit number. Dr Pradip Jain provided a 10-digit ticket number. They all claimed a reimbursement of `1,038, which is the rate for second AC ticket,” the RTI reply said.
In March 2007, about eight experts were reimbursed money for second AC travel even before the completion of their tour, it said.
They did not provide any ticket detail either. The experts had travelled to Bhopal from places like Gwalior and Jabalpur.
“Dr JN Soni, Dr SS Mishra, Dr SK Singh, Dr S Gupta, Dr A Lal, Dr Monica, Dr Y Gaur, Dr P Kirar, Dr SK Singhai, Dr DK Sharma, Dr BK Tiwari and Dr IP Tripathi were paid AC-2 tickets without asking them to produce ticket or at least furnish ticket numbers,” said the RTI document.
RTI activist Dubey said the directorate had asked Vyapam to investigate the matter and if irregularities were found, recover the money from the experts.
