A day after leader of opposition in Rajya Sabha Arun Jaitley blamed the government for policy paralysis, finance minister Pranab Mukherjee suggested that coalition compulsions cannot be called policy paralysis.

He said the nation needed "collective" efforts, rising above party affiliations.

"If I try to convince my alliance partners to carry on with me, it's not wrong because the Indian electorate has not given me a mandate with 273 members."

"When the mandate of the people is fractured, we cannot afford to have the luxury of going to elections after 12 months, 14 months or 18 months," Mukherjee said.

In an apparent reference to the recent disruptions in Parliament, he said, "If Parliament, which is a body of deliberation, debate… and decision making, is converted into a demonstrative platform, we are not doing justice to the electorate."
