Dalit boy's death: Hry DGP, chief secy summoned by NCSC

National Commission for Scheduled Castes today summoned Haryana DGP and chief secretary over Dalit boy's custodial death in Ambala and asked state police to submit an Action Taken Report (ATR) within 15 days.

National Commission for Scheduled Castes today summoned Haryana DGP and chief secretary over Dalit boy's custodial death in Ambala and asked state police to submit an Action Taken Report (ATR) within 15 days. It also ordered compensation of Rs 20 lakh and a government job to the next of kin.


A 23-year-old Dalit boy Ram Kumar and one Vikram were illegally detained by the police on October 14 night for theft charges. Vikram alleged that the policemen first kept them in illegal custody and then prompted them to flee. He also alleged that one of the cops had pushed Ram before a moving train.

The Ambala police took Ram's body to PGIMS Rohtak for an autopsy to ascertain whether he was drunk before the incident. His mutilated body was found on the railway tracks next morning with hand cuffed and fettered hours after he and Vikram were picked up by the police for allegedly creating nuisance in the area.

Thereafter the family protested in front of police post, as a result of which three cops —ASI Satbir Singh and constables Dalbir Singh and Parkash Chand—were booked on murder charges.
