Anand was convicted in a murder case on December 16, 2007, and was sentenced for life but the state police had not dismissed him from service purportedly on the grounds that approval for his dismissal was yet to be received from the Punjab Public Service Commission (PPSC).

It was after the directions of the Punjab and Haryana high court on a public interest litigation in February 2011 that the state government had dismissed him from service.

During the hearing of the case on Friday, the court declined to entertain the review petition while observing that the ex-DSP had earlier withdrawn the special leave petition filed in the Supreme Court also.
