PU frames guidelines to resolve students' grievances

Panjab University (PU) has framed a mechanism to redress grievances of students and an appellate authority has also been formed for the purpose.

For a department-level academic or administrative issue, a student can now could go to head of department, then to a department-level committee and then to university-level committee to redress his grievance.

The procedure will now come up as agenda item before syndicate meeting on September 20. Dean Student Welfare (DSW) prof Navdeep Goyal has framed the guidelines who has suggested for the formation of department-level and university-level committees.


An aggrieved student who has the grievance at the department level shall make an application first to the head of department who will verify the facts and try to redress the grievance within a reasonable time. If the student is not satisfied the chairperson then the same be placed before a department-level committee.

But if the student is still not satisfied by the department level committee and feel that his/her grievance is not redressed, an appeal could be submitted to the university-level committee within a week from the date of receipt of the decision with the relevant details.

The chairperson of the university-level committee should consider the appeal of the student and will place the matter before the varsity-level committee which shall either endorse the decision of the department-level committee or shall pass an appropriate order within a reasonable time, preferable within 10 days of receipt of application.

It is mentioned in the procedure that while dealing with the complaint, the committees at both levels will observe law of natural justice and hear the complainant and concerned people and that relevant provisions of the regulations should be kept in mind.

The student has to submit the application of grievance or appeal to both the levels as the case may be through the chairperson of the department.

Kinds of grievances

Grievances could be related to academic, non-academic, assessment, victimisation, attendance, charging of fees, conducting of examination and harassment by students or teachers.

Department-level committee will deal with academic and administrative matters of the department. It will comprise

1 Chairperson
2. Up to 3 faculty members nominated by the chairperson

University-level committee will deal with issues related to academic and administrative issues at university-level and would also hear appeals against the decision of department-level committees.

It will comprise
1. Dean student welfare (as chairperson)
2. Dean student welfare (women)
3. Controller of examination (for exam-related grievance)
4. Finance and development officer (for fee/finance-related grievances)
5. Chairperson of the department concerned
6. Assistant registrar/deputy regisitrar, DSW Office (as convener)
