Dangerous dogs, breeders to be identified by PNN

The Prayagraj Nagar Nigam (PNN) will soon introduce rules to regulate dog breeders in Sangam City and make them follow the guidelines issued by the Animal Welfare Board of India (AWBI). The step will be taken after the proposal is accepted in the next session of PNN.
The veterinary department of PNN recently started a drive for the registration of pet dogs in the city and payment of yearly tax of ₹630 by their owners. In the process, it is also identifying the breeds of dogs owned by people in Prayagraj. Officials will ask the owners of aggressive species to take the services of dog trainers and experts to get them trained well and ensure that they do not pose a threat to others.
The steps are being taken after recent incidents of dog attacks in the country including the incident in Lucknow where a pet Pitbull mauled an aged woman which resulted in her death.
Veterinary officer at PNN Dr Vijay Amrit Raj said that till now, the number of registered pet dogs has crossed 620 but none of them are among dangerous breeds of dogs. People are approaching for registration of their pet dogs but till now no one has arrived with Rottweiler or Pitbull that are considered dangerous dog species and are banned in many countries for their aggressive behaviour.
“If anyone owns species of dogs known for their aggressive behaviour, then a notice will be issued to them and they will be asked to get their pets properly trained by experts and ensure that they do not pose a threat to others,” the veterinary officer said.
Besides registration of dogs, PNN will soon take steps to identify dog breeders in the city who are operating without registration or following proper guidelines. Officials said that there may be a large number of dog breeders in the city but the PNN has no data on them or what species they hand over to pet lovers.
However, Dr Raj clarified that the PNN has no role in controlling and regulating dog breeders as they come under jurisdiction of AWBI and the animal husbandry department. But with the PNN now counting and vaccinating pet dogs, breeders will also be identified.
A rule will be passed in the next session of PNN through which only two dogs will be allowed to be kept by dog owners at a time. Dog breeders will be identified through this rule and they will be asked to get them registered at AWBI or take permission from concerned authorities. Once approved, the rule will be implemented to ensure safety of citizens, he added.
