Using plastic bags in Noida despite the ban? Get ready to pay fine up to Rs 10,000

To enforce the ban on the use of plastic strictly, the Noida authority has decided to impose a tougher penalty, not only against vendors and traders, but also individuals using plastic bags.
A consumer caught using a plastic bag to carry goods or vegetables by an enforcement team could end up paying a penalty between Rs1,000 and Rs 10,000.
The state government, on July 15, enforced a ban on plastic across all cities. The Uttar Pradesh Plastic and other Non-Biodegradable Garbage (Regulation of Use and Disposal) Act, 2000, was amended and an ordinance 2018 was issued.
According to the ordinance, whoever uses in contravention or abets the use in contravention of Section 7 (of the ordinance) shall be punished; in the event of the first conviction with imprisonment under the term, which may extend to one month or with the fine that shall not be less than Rs1,000 and may extend to Rs10,000; and in the event of a second or subsequent conviction, with imprisonment for a term that may extend to six months or with the fine not less than Rs 5,000 and may extend to Rs 25,000.
The authority has decided to start a special drive in association with the police and the administration to impose penalties against individuals as well. On Monday, 60 persons including vegetable vendors and other traders were penalised and a total of Rs 33,500 collected from them. The action against plastic users will be intensified in the future and a penalty will also be imposed against residents who use the plastic. The state government law also supports action against an individual.
“We have imposed a penalty of Rs 16,500 and seized 20kg of plastic. A drive was conducted in sectors 6, 27, 19, 50 and 77, including Raipur. We will intensify the drive and enforce the ban in totality, so that we can prohibit plastic use completely,” SK Gupta, senior project engineer of the Noida authority, said.
The authority will start arbitrary raids in commercial areas, weekly vegetable/fruit markets. Traders as well as vendors will not be spared.
“We have also decided to videograph the drives against plastic users for the purpose of transparency. We have observed that vendors and traders do not easily pay the penalty. Therefore, we have decided to take along a police team so that suitable action can be taken,” said a Noida authority official, requesting anonymity.
The authority has 10 work circles, in which each circle officer along with the staff will act against violators. For special drives, the authority will form teams with the police and the administration.
