FIR against Delhi cop after he masturbates before women constables

The Delhi policeman’s sexual misconduct follows a similar offence by a 32-year-old man two days ago in southeast Delhi.

An FIR was lodged against a constable on Tuesday night for getting drunk and allegedly flashing a woman officer at the police training college in the national capital’s Jharoda Kalan.

She informed her seniors about the indecent exposure on Saturday night and he was suspended.

The policeman’s sexual misconduct follows a similar offence by a 32-year-old man two days ago in southeast Delhi. He flashed a JNU research scholar and got arrested.

Mumbai too reported an equivalent crime as a video clip circulating widely on social media on July 12 showed a man inside a suburban train masturbating in front of a woman.

Masturbating in public or flashing is an act of indecent exposure, which is a designated sexual offence. Psychologists describe such exhibitionistic behaviour as paraphilia that refers to a repeated need for bizarre acts to stimulate sexual excitement.

Delhi Police sources said the cop had also inappropriately touched two women constables during dinner around 6pm. He was allegedly reeking of alcohol when he entered the dining mess.

They threatened to inform superiors if he didn’t apologise. An hour later, another woman constable alleged that the cop stripped and masturbated in front of her.

Preliminary investigation revealed the policeman went to a room and drank more alcohol after being warned by the two women in the mess. He then went to the terrace and stripped.

The constable, attached to the training college for the past two years, allegedly exposed his genitals towards an officer in the women’s hostel close by.

She immediately informed seniors and officers conducted an informal identification parade in which the complainant identified the cop, the sources said.

A senior police officer said a departmental inquiry was instituted. The constable, who joined the force in 2006, was suspended and transferred out of the college.

“A woman ACP-rank officer is probing the allegations. She will take statements of the three women who interacted with him that evening. They have been asked to join the inquiry,” the officer said.
