2G audit was in accordance with Global norms: EX-CAG

Defending the decision to calculate presumptive loss in the 2G spectrum case, former CAG Vinod Rai has said that "no fault had been found in the auditing framework" in a peer review conducted by the Auditor General of Australia.

"The CAG audit was based on the guidelines of the international community," Rai told Karan Thapar in CNN-IBN's show Devil's Advocate.

Asked if his relationship with the executive could have been handled better, Rai said that the clash with the government was "inevitable", given the adversarial nature of the CAG's job.

"I am not hurt or upset by any criticism form the government ministers. I don't think that any of the so-called criticism was personal", he said.

Emphasizing that policy formulation was the sole prerogative of the government, he sought to clarify that the CAG does not get into that realm at all. "It audits the implementation of the policy", he said.

Responding to criticisms by union ministers against the CAG reports, Rai said it was "very good that these observations were being debated in the public because that brings out public awareness."

In his first television interview, Rai said that the report on the "windfall gains" of R1.86 lakh crore in the Coalgate scam was backed by a "key document" and "nothing but facts."
