A bench headed by chief justice SH Kapadia said these state governments must respond to the notices within a week.
By its 2010 judgement, the apex court had directed all the states to invite tenders from companies for high-security number plates. Barring these three states, every other state took some steps in implementing this order.
The notices have been issued through the respective transport secretaries of these states.
The court has given eight weeks to other states to complete all the requirements with respect to actualizing high-security number plates.
