The parcel was delivered at the office of DG Raman Srivastava in CGO Complex in Lodhi Road, South Delhi.
The police said the parcel was sent through a private courier company based in Sonepat, Haryana.
As the parcel looked suspicious, the staff called in the police immediately.
BSF officials were able to apprehend the courier who delivered the parcel.
"It carried a book with a cavity in which pieces of detonators were detected," said Deputy Inspector General (BSF) K Srinivasan.
The police said there were traces of explosive in the parcel but their exact composition was not yet known. It was set to the laboratory for tests.
BSF officials said Director General Raman Srivastava is touring Meghalaya.
"We have arrested the courier Binoy Ghosh. We are checking his antecedents to find if he is involved in the incident in any way," said a senior police officer on the condition of anonymity.
The police said they had sought the help of other agencies to check if it was an act of any terrorist organisation.
Security in the complex was doubled after the incident.
Meanwhile, the Home Ministry has sought a detailed report of the incident from different agencies.
