Civic body staff top list of ‘corrupt’ officials

The Municipal Corporation of Delhi has ‘dethroned’ the Delhi Police this year by topping the list of agency with most number of staff members arrested by the Anti-Corruption Branch of Delhi government for 2009.

The Municipal Corporation of Delhi (MCD) has ‘dethroned’ the Delhi Police this year by topping the list of agency with most number of staff members arrested by the Anti-Corruption Branch (ACB) of Delhi government for 2009.

Thirty-one MCD employees figure in the list of total 92 persons arrested by the ACB this year, closely followed by 26 Delhi police personnel during the same period.

In 2008, the ACB had arrested 20 Delhi Police personnel and 16 MCD employees.

According to statistics obtained by HT through RTI, Delhi police, however, ranked first when it comes to number of cases registered by the ACB. Out of the total 45, 20 cases pertain to Delhi police.

The other departments that figure in the list include four persons each from the Delhi Development Authority and Department of Social Welfare; three from Public Works Department and two each from State Transport Authority and Excise.

Eight individuals, few of them touts working for some government officials, were also arrested in 2009, much less than 22 arrested last year.

However, no chargesheet was filed in any of these cases, ACB sources said.

The delay in obtaining forensic reports and prosecution sanction from government departments were the main reasons for the delay, sources said.

For about 20-30 per cent cases, voluminous investigation work also added to the delay.

When questioned about the delay in filing chargesheets, ACB Deputy Commissioner of Police I.D. Shukla said, “We file a chargesheet only after collecting the entire evidence.”

MCD Commissioner K.S. Mehra said efforts at bringing in transparency would help reduce corruption.

“We are bringing in more and more transparency with the use of technology. The complete implementation of e-governance project will definitely help in reducing corrupt practices.”

The ACB statistics also revealed that the Special ACB Court convicted 45 persons this year.

These included 14 from Delhi police, followed by eight from erstwhile Delhi Vidyut Board (DVB).
