Special judge BR Kedia refused to prosecute Additional DCP Rupinder Kumar of north district and Roop Nagar Police Station's SHO Neeraj Kumar saying that no sanction was taken from competent authorities for their prosecution.

The court dismissed the private complaint filed by one Satish Chand Gupta, who had alleged that the two officers had not taken any action against the encroachment in Roop Nagar and Kamla Nagar area in North Delhi. It said that the complaint suffers from serious legal infirmities.
