Views range from a belief that it is perhaps too early to conclude that home-grown terrorism has taken shape. Some say that while some locals are used as operators, those who indoctrinate continue to be from outside. Others believe local roots of global terror have spread wide and in some cases, are operating as organised groups.

The BJP’s L.K. Advani has already warned of a new phase in which the threat is from terrorism’s global network, its spreading local roots and the open support it receives from certain sections in the political class. The SP’s Mohan Singh felt local elements that may have had contact with outsiders earlier are now involved with terror here. “But what is their motivation?” The CPI’s D Raja saw a communal angle and linked the growth of home-grown terrorism to right-wing extremism and other conflict situations. He said that while left extremism targets government apparatus, right extremism targets common people.
