According to sources, the transport department had sought the law department's opinion on whether they have been following the SC guidelines in implementing the scheme.

"The law department is of the opinion that we have not been following the SC guidelines. The SC had said the scheme should be implemented through a single-vendor process but the agency engaged by us has sub-tendered it. We will submit all this to the court so that a final decision will be taken whether re-tendering has to be done or not," said a senior official.

The high-security plates would help the Delhi Police in identifying stolen vehicles.

The sources said that the government will file an affidavit in the court seeking an extension till March 31, which is the last date given to other states for implementing the scheme.
