Inauguration of link connecting Banihal to Quazigund - part of the Udhampur Baramulla Srinagar Rail Link project - was earlier scheduled to by March 31.While officials claimed that the postponement was on account of the safety certification not having been obtained, sources said that - following Afzal's hanging - the Centre was apprehensive that the law and order situation in J&K might take a turn for the worse and didn't want to take a chance. PM Manmohan Singh, railways minister Pawan Kumar Bansal and J&K chief minister Omar Abdullah were expected to have been present at a high-profile function.
