Party General Secretary Amar Singh informed a Parliamentary panel headed by senior Congress MP EM Sudarshana Natchiappan that his party was against the Bill in its present form.
Singh, who could not make his deposition before the panel on Thursday, said in a written submission that there should not be any hurry for the passage of the Bill.
He said that his party favoured reservation for OBCs and minorities within women's quota.
