Complying with an NHRC recommendation in this regard, the State Council of Education Research and Training, Delhi, has decided to allow 20 minutes per hour extra time to such examinees taking assistance of a writer, the Commission said in statement. "In a communication dated September 17, 2010, the SCERT has informed that provision for extra time to disabled examinees will be implemented for the forthcoming examinations scheduled to be held in April-May, 2011 onwards," it added. Hearing the matter on May 28, the NHRC observed that for a written test of one hour duration, at least 20 minutes’ extra time should be allotted to disabled candidates.

It also said that extra time should be worked out on the basis of 20 minutes per hour criteria for written tests involving more than one or less than one hour. "The Commission recommended that the Controller Examination, SCERT, Delhi, issue necessary guidelines for the benefit of all persons with disabilities," the NHRC said.
