Alam, who was among those who escaped the encounter at Batla House in Delhi in September 2008, was arrested from Azamgarh on February 1.
His associate Mohammad Saif told interrogators the group was trying to set up a separate unit of "fidayeen" suicide bombers and shooters. Ideologues working under the cover of a Sufi sect had been "talent spotting" for this, mainly in south India, intelligence sources said. Alam and Saif are in the custody of Delhi Police.
