Uri firing: Inquiry report suggests CISF followed SoP

The initial inquiry report of CISF has said its personnel had strictly followed the standard operating procedure before opening fire at a mob at the NHPC power plant at Uri in North Kashmir in which one boy was killed.

The initial inquiry report of CISF has said its personnel had strictly followed the standard operating procedure before opening fire at a mob at the NHPC power plant at Uri in North Kashmir in which one boy was killed.

Director general of CISF N R Das, who flew to Uri early this morning, talked to his personnel guarding the NHPC power project and got a briefing of the incident, official sources said here on Tuesday.

According to the initial inquiry, the mob was stationed near the premises for three hours and police were unable to control it, after which they (mob) attempted to vandalise the premises of NHPC.

CISF personnel guarding the NHPC installation had first fired in air and then below the waist in which a 12th class boy was killed at Boniyar yesterday, the sources said.

They said the CISF personnel, guarding the installation, had no non-lethal weapon to deal with the crowd and the home ministry has decided to provide them the same soon.

There have been varying opinions whether the CISF personnel, who have been arrested by the state police, enjoyed immunity from prosecution under AFSPA. The state government claimed this cover can't be provided to them, a claim contested by the legal department of the home ministry.
