Huda meets farmers to buy 10 acres for CPR construction

The Haryana Urban Development Authority (Huda) will purchase 10 acres land directly from the farmers to complete Connecting Peripheral Road (CPR)—the last leg of the Dwarka Expressway, officially known as the Northern Peripheral Road (NPR)—to connect National Highway-48 near Kherki Daula toll plaza. The rate of land per acre would be decided as per Land Acquisition Act 2014.

There has been inordinate delay in complete this 600 metre stretch. The CPR got stuck four months ago, when the Haryana Vidyut Prasaran Nigam (HVPN) refused to remove poles and wires of high transmission electricity line from the land acquired for the project.

Huda then changed the road’s alignment and will acquire 10 acres afresh, an official said.

The Huda will transfer 10 acres land to the National Highways Authority of India (NHAI) that will construct the road and connect it with Southern Peripheral Road (SPR) by a cloverleaf on NH-48, 1.5km from the toll plaza towards Hero Honda Chowk.

The Huda said direct purchase of land is essential to complete CPR which is stuck in land litigation and delaying the expressway. The Huda officials held a round of talk with farmers on Monday and are hopeful farmers will have no objections.

“Farmers gave us positive response (on land acquisition) as they also feel the CPR would benefit the area and people in time to come. We would send a proposal to the chief administrator (CA) Huda office in this regard. The rate of land per acre would be decided as per the Land Acquisition Act 2014. We are trying to purchase land directly to avoid the long process of land acquisition by sending notices under sections 4, 6 and 9,” Huda administrator Yashpal Yadav said.

Yadav said they will sent a proposal to the chief administrator in Panchkula on Friday. “Once we get an approval, we will again meet the farmers. In case direct purchase is not possible, then NHAI will then have to acquire the land itself,” Yadav said.

Udeep Singhal, NHAI project director, Dwarka Expressway, said, “Once land is available, we will start CPR construction.”

Once the CPR and the cloverleaf are completed, the Dwarka Expressway would be opened for residents living east of the Delhi-Gurgaon Expressway via SPR.

“It would bring relief to thousands of home buyers like us who have been waiting for completion of the NPR for years,” homebuyer Gaurav Prakash said.
