“The incident has shaken the people of the area and there is lot of resentment, especially among the Muslim community, partly because of the allegations that the culprits were gau rakshaks,” said the report.

A couple was murdered and a minor girl and her cousin were gang-raped by a group of eight to 10 men on the intervening night of August 24-25 in Dingerheri village of Tauru, 50 kms from Gurgaon. A week after the incident, one of the gang-rape victims alleged that their attackers were cow vigilantes, a claim later rubbished by Haryana police.

The minority panel’s two-member delegation, comprising chairman Naseem Ahmad and member Praveen Davar, interacted with victims, neighbours and administration and police officials in Dingerheri village on September 22.

The panel also emphasised the need to convey a clear message that the “culprits of such heinous crimes would not be spared”.

On September 20, the Haryana government made a request to the Centre to transfer the probe to the Central Bureau of Investigation (CBI).

“We have recommended that state authorities should coordinate with CBI to ensure the case is solved as soon as possible,” said Naseem Ahmad, adding that the commission has sent the report to the chief minister of Haryana.

“We have also recommended that the credibility of police among people, especially after the Tauru incident, needs to be restored,” Ahmad said.

The report also suggested giving permanent government jobs for the kin of the affected family, instead of temporary jobs (DC rate) as announced by the state government.

On August 29, Mewat Police nabbed four accused, Sandeep, Amarjeet, Karamjeet and Rahul Kumar who were allegedly involved in the case. The suspects were residents of Mohammadpur village close to Dingerheri village off the Kundli-Manesar-Palwar Expressway.
