Parliament Monsoon Session Highlights: Lok Sabha adjourned, no-confidence debate to resume tomorrow

National Congress Party (NCP) MP speaking during the debate on ‘no-confidence motion’ against the current BJP-led governemnt, brought in the Manipur issue and said, “Manipur CM must resign... govt shamed women.”

A Trinamool Congress (TMC) MP Saugata Roy during the discussion of the no-confidence motion said, “This Government is government of the heartless. They are sending delegation to West Bengal on any plea. But not one delegation has gone to Manipur where our brothers and sisters are dying...You have no compassion and that is why you have not gone to Manipur like other parties.”

DMK MP Thalikkottai R Baalu says, “Minorities of Manipur have been killed ruthlessly. 143 people have been killed. 65,000 people have fled the state. Two women were stripped, gang-raped and paraded naked on the streets of Manipur...The CM is helpless. The PM is not coming to the Parliament and he has not gone to the state. Whereas, I.N.D.I.A. parties went there and understood what has happened.”

During the ongoing discussion on the no-confidence motion in the Lok Sabha, a Dravida Munnetra Kazhagam (DMK) MP presented his points in favour of the Opposition and supported the motion. He also questioned, "Why doesn't the prime minister attend the Parliament Session?" noting the consistent demand from the Opposition.

BJP MP Nishikant Dubey says, “This No Confidence Motion has been brought. Why has this been brought? Sonia ji (Gandhi) is sitting here...I think she has to do two things - Bete ko set karna hai aur Damad ko bhent karna hai...That is the base of this Motion.”

BJP MP Nishikant Dubey while speaking against the no-confidence motion debate moved by the Opposition took a swipe at Congress MP Rahul Gandhi saying, “He can never be Savarkar.”

The Opposition bloc - I.N.D.I.A (Indian National Developmental Inclusive Alliance) - parties to move a ‘privilige notice’ against Union minister and Leader of House in Rajya Sabha Piyush Goyal for using “unparliamentary word”.

The privilege motion is moved by a member of the House when he/she feels that a minister or any member has committed a breach of privilege of the House.

Rajya Sabha Chairman Jagdeep Dhankhar says, “This is too serious a matter for me to be overruled...After deep, immediate deliberation, I did not take the sense of the House earlier. If I had really fructified the process, Derek O'Brien would have been out of the House. In my wisdom, I thought I must not take it to that conclusion at that point of time…”

Congress MP Gaurav Gogoi says, “PM took a 'maun vrat' to not speak in the Parliament. So, we had to bring the No Confidence Motion to break his silence. We have three questions for him - 1) Why did he not visit Manipur to date? 2) Why did it take almost 80 days to finally speak on Manipur and when he did speak it was just for 30 seconds? 3) Why has the CM not sacked the Manipur CM so far?”

Discussion on TMC MP Derek O' Brien's suspension underway in Rajya Sabha. Derek O’ Brien was on Tuesday suspended from Rajya Sabha for the remainder of the monsoon session for “unruly behaviour and disregarding the directions of the Chair”.

Discussion on ‘no-confidence motion’ begins in Lok Sabha with Congress leader Gaurav Gogoi initiated the debate and Rahul Gandhi will speak next.

Leader of Congress in Lok Sabha, Adhir Ranjan Chowdhury said, “Yesterday, BJP MP (Nishikant) Dubey made baseless statements on Congress party and Rahul Gandhi in the House and used abusive language...As per the rules, our party and like-minded Opposition parties wrote to the Speaker because no such allegations can be levelled against a Member who are not given a notice earlier...We also met the Speaker for the same. Our complaint was considered and such petty statements were removed from the records. We were satisfied. But surprisingly, all the issues raised by him on which we took an objection were uploaded in the record once again overnight...This has never happened in the Parliamentary history.” (ANI)

As Union home minister Amit Shah moved Delhi services bill in the Rajya Sabha for discussion on Monday, the House witnessed a showdown between Chairman Jagdeep Dhankhar and Trinamool Congress MP Derek O'Brien. 

Amid continued sloganeering the Rajya Sabha chairman lashed out at the TMC MP, accusing him of upsetting the decorum of the House during a discussion on the Government of National Capital Territory of Delhi (Amendment) Bill, 2023.

The Trinamool Congress (TMC) MP in Rajya Sabha Derek O'Brien suspended for the remainder of the current Parliament session “for unruly behaviour unbecoming of a Member of Rajya Sabha.”

Leader of the House Piyush Goyal moved a motion for his suspension “for continuously disturbing the proceedings of the House, disobeying the Chair and continuously creating disturbance in the House.”

Ruckus erupted after House suspends TMC Derek O’ Brien for raising point of order for discussion on Manipur and the House has been adjourned till 12pm. Rajya Sabha Chairman Dhankhar named Derek O’ Brien saying, “He must leave the House.”

The Lower House - Lok Sabha - have been adjourned till 12pm today moments after the proceedings began. Discussion on no-confidence motion is likely in the noon.

Taking a swipe at Aam Aadmi Party MP Raghav Chadha, Union minister and BJP MP Anurag Thakur said, “A few political leaders are habitual of lying. Perhaps, they forgot that this doesn't work inside the Parliament. The House functions as per rules not with ruckus. They may attempt to mislead the country as much as they want, but they were exposed in both Lok Sabha and Rajya Sabha.” (ANI)

Congress MP Gaurav Gogoi who moved the no-confidence motion agianst the current BJP-led government ahead of the discussion said, “We look forward to what Rahul Gandhi has to say. He has visited Manipur and in the meantime, he has met with the cross sections of Indian society. He knows the state of the economy and the ground situation in Manipur. So, he has a very valuable perspective which we all look forward to hear.” (ANI)

Rajya Sabha MP Kapil Sibal on Tuesday took to X (formerly Twitter) taking a swipe at the BJP-led Centre over the passage of Delhi services bill in the Parliament. He said, “They don't tolerate single engine governments anywhere in India.”

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, was passed in Rajya Sabha on Monday after it was passed in Lok Sabha last week.

The discussion time allocated for the no-confidence motion is 12 hours, ANI reported citing sources. The ruling BJP is set to have around seven hours for their participation, while the Congress party will have around one hour and 15 minutes.

Other parties in the House, such as YSRCP, Shiv Sena, JDU, BJD, BSP, BRS, and LJP, have been granted a total of 2 hours, distributed according to the number of MPs each party has. Additionally, some other parties and independent MPs have a combined time limit of 1 hour and 10 minutes.

The debate concerning the no-confidence motion against the BJP-led government is expected to span the next two days in the Lok Sabha. Prime Minister Narendra Modi is anticipated to provide a response on Thursday.

Nearly four days after the Monsoon Session began, the Opposition moved a ‘no-confidence motion’ against the current BJP government on July 26, after a heated demand for a discussion on violence-hit Manipur, which escalated further due to a video of two women being paraded naked circulating on social media. The parties included in the Opposition bloc - I.N.D.I.A (Indian National Developmental Inclusive Alliance) - continuously demanded Prime Minister Narendra Modi's statement on the Manipur issue.

Congress MP Gaurav Gogoi moved the no-confidence motion in the Lok Sabha, on which the discussion will begin today, with Manipur set to dominate the three-day debate commencing in the Lok Sabha.
