The report of the working group on centre-state relations set up by Singh in 2006 would form the foundation for the Centre’s proposals for the “political package”.

“The working group’s recommendations would be discussed with the people of state, discussions that would form the basis of the nature and extent of autonomy that can be given,” a government official said on conditions of anonymity.
