Home Secretary G.K. Pillai has made it mandatory for all senior bureaucrats to travel to the states at least once every three months to review and monitor implementation of schemes and report on their findings.
While the Home Minister P. Chidambaram has made it a point to visit every state for an “intensive review” of the security situation, it transpired that the bureaucrats — reluctant to travel — had been “monitoring implementation” of the schemes from Delhi.
All 19 joint secretary-rank officers had already been allocated a state or a region earlier and designated as the nodal officer for each state.
This system sought to ensure each official would know everything about a particular state, besides ensuring that states could have a single-point contact point in case of an emergency.
