How important is a degree in Social Welfare if one wants to join or form an NGO? I thought a graduate degree was the minimum qualification required for joining such organisations.

A degree in Social Welfare, preferably a bachelor’s degree in Social Work (BSW) will give you the necessary training to be able to handle work with an NGO.

You can also join an NGO after graduation in any subject, but as you will have neither the training nor experience, your salary will be low, and the job profile is likely to be fairly general. You will also need to have some years of experience before you can start up your own NGO, and be recognised for the work you are doing and get funding for your projects.
