The proposed Centre will act as a nodal set-up for mass awareness, training, teaching and consultancy of region specific environmental problems particularly through training of government functionaries, local body representatives, gram panchayat functionaries, school teachers and media persons.
The Centre will create a network which will be connected to all district headquarters, its surrounding areas as well as randomly selected villages.
As per the proposal submitted to the University Grants Commission (UGC) by the AU Vice-Chancellor Prof Rajen Harshe on May 19, the Centre will co-ordinate UGC's environmental studies programme at AU, co-ordinate teaching and researches on environment as well as helping in transfer of environmentally sound technologies to masses for wider implementation and stimulate interest of active researchers of various disciplines to analyse the extent of environmental stress and popularise their findings for effective implementation of corrective measures.
The AU's proposal stated that in India, almost all universities on the directives of the Supreme Court and the UGC have introduced environmental education at various levels.
However, AU has neither created a centre for it nor has it made any concerted efforts to help the people of the surrounding districts in this regard— a vacuum that the proposed Centre for Environmental Science will fill up.
The Centre, the proposal states, will also create environmental cells at the ward level in the urban areas and where the corporators shall be nominated as convenors of the cells.
Similarly, environmental cells shall also be created at the Gram Panchayat level where gram pradhans shall be nominated as convenors who shall co-opt 10 members for the cells.
The aim is to cover the entire area in a step-wise manner and involve NGOs working in the area for technology transfer programme.
To ensure proper governance of the proposed Centre, the varsity has decided that an advisory board shall function under the chairmanship of the Vice-Chancellor and that the VC will constitute a board with all the directors of the institutes and the deans of the faculties.
A few experts and scientists will also be nominated by the VC on the recommendation of the Programme director from time to time.
