“The invitation of UPA government to the terrorists of J&K for a dialogue and their refusal for the purpose and overlooking of intelligence inputs by the UP government regarding adequate security of overcrowded religious spots in the State, has boosted the morale of terrorist organisations,” he said.

Talking to the mediapersons here in the Circuit House on Thursday, Dr Joshi said, incidents of terrorist strikes at the Sankat Mochan Temple and Varanasi railway station clearly indicated that the network of terrorist forces was spread in different districts and on religious spots in Uttar Pradesh.

It is being speculated that UP government was well aware of the intelligence inputs about some religious spots being on hit list of terrorist organisations, even then the government did not initiate adequate security arrangements for the security and safety of religious spots and devotees, he said. The fact was that laxity of UP government suited the interests of terrorists, he added.

“Similar kind of lax approach was adopted by the State government in connection with security of Ayodhya, the state police knew that that terrorists had got the map of the entire city, even then terrorists managed to reach near the birth place of Lord Ram there,” he said.

Chief Minister Mulayam Singh Yadav did not visit Ayodhya and Mau because of vote bank politics.

Had Sonia Gandhi and Union Home Minister Shiv Raj Patil not visited Varanasi after bomb blasts, the CM would not have come here even, Dr Joshi said.

Lashing out at the SP-led UP government, Dr Joshi said that for political interests, Mulayam Singh Yadav, several times stopped police from arresting hardcore terrorists in the State. Once the police had got a tip off that some terrorists were hiding in the Aligarh Muslim University but the government did not allow police to conduct a raid there.

The same thing happened in Lucknow, where cops were stopped to conduct a raid at an academic institution for nabbing some terrorists.

The pro-terrorists attitude of the State government was causing loss of lives of innocents, he added.
