CM releases Nirmala Buch?s book

CHIEF MINISTER Shivraj Singh Chouhan today released a book titled ‘The Law of Two-Child Norm’ authored by former Chief Secretary Nirmala Buch at the Vidhan Sabha.

Published by Concept Publishing Company, New Delhi, the book presents an analysis of the impact of two-child norm and legal provisions for it in five States including Madhya Pradesh, Haryana, Orissa, Rajasthan and Andhra Pradesh.

Incidentally, the MP Government passed the bill to scrap the two-child norm last week only. Nevertheless, as speakers on the occasion of book release said, the book is of good academic interest for researchers who wish to study the impact of the two-child norm.

The Digvijay Singh Government with an objective to discourage population growth had introduced the norm in the Panchayati Raj system. Owing to the two-child norm hundreds of men and women Panchayat representatives were disqualified. Many times more stood disqualified to contest Panchayat poll for having more than two children.

Before too long, women organisations including Nirmala Buch’s Chetna Vikas Manch, articulated their protest against the norm, arguing it was a big obstacle in women empowerment.

Eventually on the suggestion of Union Panchayati Raj Minister Mani Shankar Aiyer, the then Chief Minister Babulal Gaur’s cabinet took the decision to do away with the norm. Former Chief Minister Digvijay Singh, however, is still opposed to the scrapping.

The book also underlines leadership problems among women, dalits and backward communities due to the two-child norm. The Chief Minister said women in leading role in all sectors will be consulted before finalising the new policy for women empowerment.

Intensive dialogues will be held and their suggestions solicited. Industries Minister Babulal Gaur and Leader of Opposition Jamuna Devi also underlined Nirmala Buch’s contribution in getting the two- child norm done away with.

They expressed the hope the book would be useful for research institutes and policy makers. Women and Child Development Minister Kusum Mehdele, MLA Madhukar Harne, Rural Development Principal Secretary Pradeep Bhargava and secretary Wasim Akhtar were also present.
