The reports that she gave in the case are authentic and backed by the medical board that examined the victim 21 days after the incident.? The Medical Council of India in its letter dated July 4, had asked the superintendents of Veerangana Avanti Bai Hospital and the Balrampur Hospital to furnish all details with regard to doctors who performed the medical tests on the Ashiana rape victim. The MCI also demanded their comments on the issue.
The MCI letter was in response to certain social outfits of the city that complained to the MCI stating that the doctors who conducted the medical examination on the victim did not confirm rape, even though evidence proved that she had been raped. As per the letter written by to the MCI by AIDWA’s Madhu Garg and ‘Saanjhi Duniya’s’ Rooprekha Verma, they stated, “We had seen the girl soon after the incident and both print and electronic media showed injuries on the body. The girl was bleeding profusely and was in a bad shape. Her hands and body bore marks of burning and scratching.”
Balrampur Hospital chief medical superintendent AK Tripathi said, “The doctor who conducted the medico-legal examination on the victim wrote in his report that the victim had four external injuries on her body and later, referred her to Veerangana Avanti Bai Hospital when she complained of bleeding in the genitals.
The doctor in his report had specified that she had an abrasion on her back, a lacerated wound on her lower lip and a toe and a bruise on her face. However, a male doctor could not have examined her for bleeding in the genitalia.”
After the victim was referred to Veerangana Avanti Bai Hospital, the doctor conducted an examination on her and stated in her report that no bleeding was found and rape cannot be confirmed.
She also prepared a slide and sent it for pathological examination seeking confirmation of the presence of semen. However, the test reportedly also did not confirm it. Almost 21 days later, a medical board comprising five doctors met and examined the victim and they too had claimed that rape could not be confirmed.
