In Uttar Pradesh, the announcement of organisational elections, at a time when districts and city units have been dissolved, has added to the confusion.

"The Congress has no authoritative organisational structure in place. This at a time when other major parties — BJP, SP, BSP — are trying hard to connect with the people is unfortunate," said a senior Congress functionary.

AICC's four secretaries, who were touring the districts to reconstitute the party units by July 25, faced the wrath of the cadre in view of the prevailing situation. Seven party leaders of Kanpur were placed under suspension on Thursday when they blocked the way of AICC secretary Zubair Khan while he was on his way to Kanpur to hold a meeting.

In Unnao too, party leaders indulged in a blame game in the presence of party general secretary Madhusudan Mistry.

Questions are also being raised on the series of reviews. "We are getting ready to meet the AK Antony committee in New Delhi on July 1. We have already held too many review meetings,” said another party functionary.
