FIR lodged against surgeon

THE KIN of a patient lodged an FIR against an orthopaedic surgeon of the Balrampur Hospital and a surgical shop employee at the Wazirganj police station late on Friday night. One of the accused, the employee Rajesh Kumar, was arrested later.

Complainant DS Yadav of Bahraich alleged that the surgical shop staff was demanding money on the instigation by Dr RK Khattar on the pretext of treatment since October 4, 2005.

While Dr Khattar was not available for the comment, Chief Medical Superintendent (CMS) of the hospital Dr Irshad said he was yet to receive any official complaint against Dr Khattar Ali. Dr Ali said that until he received a complaint against the doctor he could not comment on the matter.

On the other hand, the hospital Medical Superintendent Dr Vinod Kumar said according to information with him, the patient had purchased surgical equipment for an operation and had not paid for it. He further said the shop employee was visiting the patient regularly asking for the money. Instead of paying the pending amount, the patient’s kin lodged an FIR, Dr Vinod said.

The complainant Yadav, a lawyer practising at the Lucknow bench of the High Court and native of Ramgaon, Bahraich stated in his FIR that his brother Vinod Kumar (28) had fractured his right foot on October 3. Vinod was admitted to the Balrampur Hospital on October 4 under the medical supervision of Dr Khattar.

Yadav alleged that Dr Khattar had introduced Rajesh Kumar, an employee with a surgical shop in Chowk, to the patient and his kin. Dr Khattar allegedly suggested the attendants of the patient that Rajesh would help them get whatever they needed at the hospital. Therefore, Yadav alleged, Dr Khattar asked them to “follow all instructions” by Rajesh.

Yadav alleged that Vinod was first operated upon by Dr Khattar on October 7.

Soon after the operation, Yadav alleged, Rajesh came to the patient and demanded a sum of Rs 6,000 reportedly on behalf of Dr Khattar. The complainant said though he refused to give the money, his brother coughed up Rs 3,500.

Rajesh again demanded Rs 2,000 after the second operation but the patient did not pay. Yadav further alleged in the FIR that Dr Khattar conducted a grafting operation on February 3 and Rajesh again demanded Rs 2,000. This time Yadav, the lawyer, decided to teach a lesson to Rajesh and took the latter to the Wazirganj police station when the former came to collect money on Friday.

A case under Sections 420 IPC (fraud), 120-B (hatching conspiracy) and Anti Corruption Act was registered against Dr Khattar and Rajesh. The latter was sent to jail on Friday.
