However, even before Solanki could start his address, 14 Congress MLAs boycotted his address and left the House. Leader of Opposition Abhay Chautala spoke for a moment before Solanki commenced his address.

“At least assure us that you will not allow passage of the Punjab Bill which intends to de-acquire the SYL land,” Chautala said. Solanki who holds the dual charge of Punjab, however, assured the Opposition that nothing unconstitutional would be allowed to happen.

Meanwhile, Congress MLAs raised slogans outside the assembly and sat on a dharna. Former chief minister Bhupinder Singh Hooda questioned that since the Centre, Haryana and Punjab were all ruled by NDA governments, why isn’t the unconstitutional legislation stalled.

Congress MLA Karan Singh Dalal said that since governer was a representative of the Central government, his speech in Punjab assembly was a reflection of the Central government’s intentions to hit at Haryana’s interests. “This is a conspiracy of the central government, “ he said.
