HBTI teachers await grade, ?seniority?

Earlier, the seniority of these teachers was not counted from the very day they got it and were given no preference in the selection process for promotion under the Career Advancement Scheme. Consequently, the teachers had obtained a stay against holding fresh interviews.
Recently, the government conceded the demand of teachers and has agreed to hold separate interviews to the selection and super-selection grade. According to sources, the government has also constituted a selection committee naming the existing Vice Chancellor of the Uttar Pradesh Technical University (UPTU) Dr Durg Singh Chauhan as chairman of the selection committee. However, under the university rules, a vice-chancellor due for retirement cannot head the selection committee and since Dr Chauhan was to retire in July this year, the committee constituted under him stands invalid.
As per other provisions of the University rules, in the absence of the Vice Chancellor, any other eminent person can be appointed as the chairman of the selection committee. Consequently, the Government proposed the name of the Vice-Chancellor of Chhatrapati Sahu Ji Maharaj University Dr SS Katiyar for becoming the chairman of the selection committee.
But Dr Katiyar too is to retire in July. Members of the HBTI Teachers Association fear that if interviews were held under Dr Katiyar, it could be challenged and the results could be declared null and void.
The chairman must be a person who is to remain on the post for quite sometime.
The Association members urged the government to appoint an eminent person as the chairman at the earliest to head the selection committee to avoid any further delay in the matter .
