The recent judgement, passed in the writ petition filed by nine persons, has stated the process of selection of 10 ambulance drivers as impractical.
This was in view of violation of rules by the selection committee and that 600 persons were interviewed over two days (March 29 and 30, 2005) after the posts were advertised on October 20 and 22, 2004.
It may be mentioned that through a government order on May 3, 2003, more than 200 vacancies were created at KGMU, of which 12 were for ambulance drivers. Those drivers who were already working at KGMU on ad hoc basis also applied but they were not selected despite having qualification.
The controversy started as soon as results were declared on April 19, 2005 and the rejected candidates field a writ petition against the selection process. Those selected as ambulance drivers, could not join the duty.
They stated that selections were biased with those close and known to the administrative and teaching staff having been selected, while the eligible candidates were ignored.
It is not disputed that over 600 persons have been interviewed by a single committee. It is not practically possible to interview more than 600 persons in two days as it will take 2 to 3 minutes time on each candidate which is purely a technical post and in such a short duration the personality of the candidate including that of technical quality can not be adjudged, the court said.
On perusal of the averments made in the supplementary as well as counter affidavit it is abundantly clear that the selection has not been made in accordance with the Provisions of Rules, 2003 while making recruitment for the post of ambulance driver, the court said.
Quashing the selection process as well as the appointment order issued on the basis of the recommendations by the selection committee, the court said to make fresh selection on the posts of ambulance drivers within a period of six months. Till fresh selections are complete, ad hoc appointments of drivers can be done by KGMU on the posts of ambulance drivers.
The KGMU authorities are yet to decide on any further step regarding the court order. “The court has quashed the appointments on technical grounds for violation of rules. Whether to go against this order or not would only be decided by the Vice-Chancellor only,” said Registrar Prof US Pandey.
Vice-Chancellor Prof Mahendra Bhandari would join office on February 27.

VISITS BY a former administrative officer of KGMU to the Registrar Office building, after working hours is topic for hot discussion at the MU. This particular officer visits the campus every day at around 5.30 pm, searches documents and leaves the campus unchecked. Sources said some clerks were facilitating the former official perusing the official files.
