To keep pace with the rapid changes in the field of education, the Ministry of HRD is planning to constitute a National Commission for Higher Education. The Commission will keep track of the changes private players becoming a major force, enrollment figures doubling in the next few years, and only 10 per cent students being able to take a graduation degree.

Educationists are in favour of the Commission. As Planning Commission Member Prof Bhalchandra Mungekar points out, “University education has changed a lot since the UGC was formed in 1956.

It needs a review” Inputs are being sought about the commission's nature of work and its jurisdiction. “Some say the UGC and the AICTE should be merged into the commission.

Others say the commission should be above these bodies to give direction to the academic policy,” a ministry official informed.
