"Harbhajan is not going back to India and will stay back for the rest of the four one-day internationals, while Powar will join as the 16th member," Indian team's media manager GS Walia said.
Harbhajan took a knock on his index finger two days before the first one-day international in Peshawar on Monday and missed the match.
The second one-day international against Pakistan will be played at the Rawalpindi Cricket Stadium on Saturday. Pakistan are 1-0 ahead in the series.
Powar, who was a member of squad during India's 2004 tour of Pakistan, is expected to reach here late Wednesday.
Meanwhile, the Indian team enjoyed a rest day Wednesday.
The team reached here by road Tuesday evening from Peshawar, and attended a reception hosted by Indian High Commissioner Shivshankar Menon.
