The mission envisages planned development of cities, including semi-urban areas and urban corridors, so that urbansiation takes place in a dispersed manner.
With this in view, the Kanpur Municipal Corporation (KMC) in its DPR is likely to emphasise on sewerage system of the city which has outlived its life span. The DPR would also present a detailed report on the water supply system of the city, including sanitation.
Redevelopment of inner (old) city areas of Kanpur, with a view to upgrading the infrastructure, would include widening of narrow streets, shifting of industrial and commercial establishments from non-conforming to conforming areas to reduce congestion. Replacement of old worn-out water pipes by new and higher capacity ones in old areas of the city and renewal of sewerage, drainage, solid waste disposal systems of old areas of the Kanpur city would be ensured under the JNNURM.
Talking to the Hindustan Times, Municipal Commissioner Arvind Singh said, “Our main focus will be on reform driven, fast track and planned development of the city.”
Community participation and accountability of officials associated with the project would also be fixed, added Singh.
Other admissible components of the JNNURM are integrated development of slums of the city, which include housing and development of infrastructure projects in the slums, informed Singh.
The JNNURM in the city would also lay stress on environmental improvement of slums and solid waste management. Health, education and social security schemes for the urban poor would also be taken care off in the project.
However, one major component of the project is that land cost will not be financed, except for acquisition of private land for schemes in the North Eastern states and hilly states of Himachal Pradesh, Uttaranchal and Jammu and Kashmir.
Private participation of prominent entrepreneurs of the city in the development, management and financing of urban infrastructure would also be ensured under the project. A revolving fund would also be created to meet the operation and maintenance costs of the assets created under the mission.
National steering group may consider addition or deletion of cities and towns under category-C (other than state capitals) based on the suggestions received from the State Governments. However, the number of cities under the mission would remain around 60, informed a senior KMC official.
