KDA, KMC fight it out over dues

THE KANPUR Municipal Corporation (KMC) and the Kanpur Development Authority (KDA) are at loggerheads over the issue of realisation of pending dues in the form of rent from each other.

On Tuesday, the KMC seized two bank accounts of the KDA citing pending rent of Rs 83 lakh as the reason behind the move. But today it was the turn of KDA to hit back.

KDA secretary Bhupender Singh wrote a letter to municipal commissioner Arvind Singh informing him about the pending dues of Rs 9.30 crore, which the KMC owed to KDA. The dues are pending since 2002.

The KDA secretary has also stated in his letter that the chief accounts officer of the municipal corporation must himself verify the fact from the KDA officials concerned.

According to a senior KDA official, the process of earmarking 31 properties, which are under the possession of municipal corporation, had already begun after the latter took the extreme step of seizing its bank accounts.

The two bodies have confronted each other earlier also. The KMC has been demanding that the power of giving approval to a ‘House Map’ must be bestowed with it. While at present, like other urban development bodies, KDA approves the ‘House Map’ and charges requisite fee from the purpose. The KMC has also been demanding that the power of realising ‘Debri Tax’ must be conferred to it.

However, at present KDA realises this tax.

Senior officials of the KMC have expressed their reservation at the decision of seizing KDA bank accounts.

A senior official of the KMC stated that before the seizure of KDA bank accounts, the officials concerned must have verified the ground realities.

“Without taking into account the facts, the decision taken in haste may now prove detrimental to KMC,” he added.
