The teachers were agitated over non-payment of gratuity, pension, contribution to the Employees Provident Fund (EPF) and negligible payment towards life insurance scheme.

Several teachers told the HT that though the Nagar Nigam authorities had cleared the pending salaries, they failed to pay the increment arrears since January 1, 1996. The arrears were accrued following pay-revision and they should be paid immediately. But, the KMC authorities on the pretext of fund crunch withheld the payment. They said even the arrears of retired teachers were not paid.

They said the college authorities had failed to deposit the provident fund contribution of the teachers for the past 15 years and even the PF accounts of confirmed teachers were not opened. The teachers further alleged that despite the Supreme Court rulings, the KMC did not pay gratuity to the teachers on their retirement. They had to take assistance from the court for the payment of gratuity. Besides, monthly pension was also not paid to the retired teachers.

Even some retired teachers could not get their pension for the past 15 months.

Above all as per the rule Rs 350 should be paid as the life insurance premium by the KMC but it pays only Rs 20 per annum. Inadequate premium might put the retired teachers in trouble and they would not be able to get the benefit of the insured life.

They said several representations were made to the KMC authorities for ensuring regularisation of salary and other accounts but to no avail.

According to teachers frequent transfers of the senior officials of the Kanpur civic body hampered the process of streamlining their cases relating to salary, PF, Gratuity and others.
