Police said Muzamil Ahmed had crossed over to Pakistan occupied Kashmir (PoK) in 1998.
He laid down arms on his mother's persuasion, who went to PoK this year and requested him to surrender in order to join the social mainstream, sources added.
Ahmed, who surrendered without any arms or explosives, has been accused of severe killings and conducting blasts.
