LDA gets caught in its own ad!

LDA SEEMS to have a different set of allotment rules for its applicants of various schemes. And nothing illustrates this better than a controversial advertisement put out by the civic authority for the applicants of Vyom Khand scheme in Gomti Nagar on Sunday. Some 740 plots under the scheme have already been allotted through lottery draws held on May 22 and May 23. The latest notice put out by the LDA, however, claims that some more plots are now available under the same scheme.

Nothing wrong with that except for the fact that fresher need not apply, the exclusive offer is limited only for those unsuccessful aspirants, who had applied for a plot under the Vyom Khand scheme!

At the same time, the city’s development regulator candidly admits that it is aware of the fact that orders to refund the registration money of all the unsuccessful applicants who had applied under Vyom Khand scheme have already been issued to the concerning banks as per rule.

Here goes the text of the advertisement: After site survey a few more plots are available in Vyom Khand. Hence, those who have applied beforehand under this scheme and are willing to retain their registration may contact the related before July 10, 2006 through an application. In case, the registration amount has been refunded they can deposit it again in the authority’s account to renew their registration. Allotments of plots would be done through lottery at a future date among all such applicants.

So why is equal opportunity being denied by the LDA to those similarly interested in applying under the scheme afresh? Moreover, why is the number of plots that have become available following the site survey not mentioned in the public notice? “In keeping with our decision to organize Khand (sector) wise lottery henceforth, we have decided to include only those who had applied when the registrations for the scheme were opened,” said LDA Vice Chairman BB Singh when contacted by HT Lucknow Live. Going by the same logic, the LDA should have extended similar facility and priority in allotment to over 40,000 applicants that were on its wait-list under the various schemes till recently.

After pondering over the question, Singh admitted that there were a couple of omissions vis-à-vis the number of plots that would be available for allotment and the procedure to be followed by those applicants who had already obtained their refund. On a second thought, the LDA VC said though these shortcomings would be rectified, he was reconsidering the issue in its entirety and a final decision on the matter would be taken on Tuesday.
