There was no immediate report of injuries. The quake hit at 4:27 pm (0727 GMT) just off the coast of Iwate prefecture, about 470 kilometers (291 miles) northeast of Tokyo, the agency said.
The earthquake was centered about 70 kilometers (43 miles) underground.
There was no danger of a tsunami, the agency reported. Japan sits atop four tectonic plates and is one of the world's most earthquake-prone countries.
