"Attack on the RSS headquarters is an attack on patriotic activities in the country," said Modi, according to an official statement issued in Ahmedabad.
Modi was himself an RSS activist before being inducted into the Bharatiya Janata Party (BJP).
"Looking at the seriousness of the incident, the Prime Minister should call an urgent meeting of all Chief Ministers to discuss the issue," he said.
Three terrorists wearing police uniforms and armed with AK-47 rifles and grenades were shot dead when they tried to barge into the RSS headquarters early on Thursday.
